General Tallman was born March 22,1925 in Omaha, Nebraska.

After graduation General Tallman earned his pilot wings at Steward Field N.Y. in 1946 then served in a succession of fighter unit assignments, including aircraft carrier duty with the Navy.

He then became a training officer at the U.S. Air Force Academy and later assumed the duties of cadet group air officer commander (1956). He then was transferred to Europe as an operations staff officer (1959).

After completion of the Marine Corps Senior Staff School he had a series of operational duties in the U.S. until 1965 when he became executive assistant to the commander, Military Assistance Command, Vietnam, in Saigon.

Upon his return to the U.S. he served as assistant for colonel assignments under the Deputy Chief of Staff, Personnel (1967); Commander, 836th Air Division, Macdill AFB (1970); Deputy Commander, Air Force Personnel Center, Randolph AFB, TX and then assuming command (1972); director of personnel plans, Office of the Deputy Chief of Staff and later becoming Deputy Chief of Staff, personnel (1975).

General Tallman then became the eighth U.S. Air Force Academy Superintendent (1977). His medals include the Distinguished Service Medal (One Oak Leaf Cluster), Legion of Merit (One Oak Leaf Cluster), Air Medal, and Air Force Commendation Medal (Two Oak Leaf Clusters).

He retired from the military on July 1, 1981 and died on March 6, 2006 in Tallahassee, Florida..
